Europe experienced widespread relief on Monday, as the crisis sparked by the introduction of a new 28-article proposal for ending the war appeared – temporarily – to have been contained. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of missile and drone strikes on Kyiv.
The Rhythm of Diplomacy and Destruction
The succession of conflicting incidents captured the harsh reality of the recent timeframe. By day, political struggles are conducted: optimistic declarations are issued from different nations. Considerable effort is allocated on managing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "peace".
After-Dark Attacks
As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is equipped to monitor missile launches from enemy soil, a capacity provided through current data. From vantage locations, Ukrainian air force fighter jets that had been deployed to engage hostile cruise missiles streaked across the sky – modern combat jets delivered to Ukraine by Western partners.
Shortly after, Kyiv's air-defence systems engaged: multiple launches targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, presumably provided by allied countries. Every firing jolts you unexpectedly, causing tremors. The brief panic quickly becomes sober acceptance: perhaps the hostile projectile won't cause damage this time, protecting urban areas from ruin and another blackout.
Ongoing Risks
Not long after, a automatic firearm engaged a unmanned aircraft in the vicinity, part of a rapid response unit – probably allied-provided weaponry. Regrettably, the shots failed to hit the opposing UAV – it pressed on overhead toward its objective.
Periodically, this persisted until dawn. Kyiv awoke to the morning news: seven people killed, destruction and heating outages in many homes as a result of the night's assault. As always, everyone still went about their day – experiencing conflict. But those full day encapsulated Ukraine's critical military reliance on international aid – a dependence that neighboring countries are demonstrably unable to fill in the near term.
Unsuccessful Negotiations
The comprehensive proposal from US administration provoked deep reactions, controversy and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.
Every new approach from Washington adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually secure success. This pattern will, certainly, persist.
Strategic Calculations
It is convenient to criticize certain parties of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. American leadership functions according to a principle familiar among experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The American government presumes that it is unrealistic to force Russia to abandon the land that it presently holds in Ukraine's occupied territories.
The issue is that while acknowledging this situation, US leadership does minimal to discourage Russia, through diplomacy or military means, from assuming that the current condition will not shift further in its favour in the months ahead.
Opposing Positions
Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their motivation to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's leadership remains highly assured in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing civilians and areas but averting a complete military breakdown until circumstances change in its benefit.
Existing Situation
Factually, there are no genuine requirements for a truce. Now, individual motivations are becoming relevant: political desires to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unworkable, so that their priority does not move to homefront challenges. And although their objective will now be significantly challenging after recent developments, it remains highly unlikely that this will alter their fundamental strategy.
These opposing factors are guiding negotiations.
Summary and Prospects
It took a only one week to terminate the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, current information leaks, all achieved their purpose.
While new initiatives based on established approaches are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and show particular unwillingness to alter the situation, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, primarily depend on continued Western support.
